The Washington DC-based Inter-American Commission on Human Rights is partnering with the ACLU and others to draw attention to the human and civil rights violations taking place in the US as well as review relevant law, and Chico is the city they have chosen as an exemplar of poor leadership and bad policy leading to these violations.

In fact, 3 homeless people have been targeted and shot in the past month, and one was killed.
Rather than look for ways to address the issue, Citizens for a Safe Chico sent out a ghoulish, Halloween-ish email update full of misinformation, outright lies and plain old ugliness. Last night, while being interviewed for a possible appointment to the city council, former police Chief OโBrien doubled down, saying he was all for enforcing the city homeless ordinances โas they are,โ despite the fact the judge in the case against Chico has at least twice said those ordinances are โillegal as written.โ
So it was refreshing to see a more rational perspective from another former Chico Police Chief, Mike Dunbaughโฆ

When the city council rounded up and evicted people from camps in the dead of winter, when not one Chico shelter was accepting new clients, they were warned repeatedly that it was illegal, not to mention cruel and immoral. Those actions led directly to the latest costly lawsuit, and yet it appears they have still learned nothing..
Chico City Attorney Vince Ewing, asked by Judge England to โdefine shelterโ said, โshelter is a practically-available space for persons who are unhoused to go on a given day that would enable a city โฆ to enforce its anticamping, sit/lie, and so forth ordinances.โ โฆ

Oh, the irony. After the same PAC that got Denlay elected harassed Former Chico City Councilmember Scott Huber about a summer job until he was forced to resign both the job and his position, it appears their candidate hasn't lived in Chico since days after being sworn in.
